Elected officials discuss traffic mitigation at the December Town Council Meetings

During this month’s Town Council Meetings, the elected officials had a robust discussion regarding traffic on both Tuesday and Wednesday. The agenda backup included a report of what staff is doing to mitigate traffic as well as potential future items for their consideration and direction. 

The following contains a summary of notable items in the traffic discussion. Click here for the agenda material. Tuesday's meeting video, which contains the full discussion, may be accessed here. Please note that during Wednesday’s Development Review meeting, the Council reversed its direction from Tuesday’s meeting, keeping construction hours as is.  They will revisit this topic at their January meeting. Notable meeting highlights include: 
  • Daily Traffic Mitigation: Town Council endorsed staff exploring maximizing traffic capacity on North County Road during peak afternoon commute time. 
  • Traffic Data Analysis: The Town’s contracted vendor, Kimley Horn, is analyzing traffic data and regional conditions. At a future meeting, they will present recommendations for intersection and/or traffic lane flow redesign to the Town Council.
  • Service Work Schedule Adjustments: The Council requests residents be part of the solution by amending home staff and service hours outside of peak hours. In January, the Council will consider adjusting construction hours. 
  • Traffic Impact Communication: The Town created a new traffic email (Traffic@TownofPalmBeach.com) for resident input. In addition to known traffic impacts and bridge schedules posted on the Town’s TRAFFIC IMPACTS webpage, cameras will be installed on the bridges so residents and visitors can view real-time traffic on the Town’s website and plan their trips accordingly. The Town Manager will present a monthly traffic update to the Town Council as a recurring agenda item.  
  • Undergrounding Project Phasing: Town Council approved 15 days of night work. 
  • Awarding Contracts for Services: The Town Council approved Resolution 169 to include after-hours work pricing in bids for consideration during project planning. 
  • Regional Collaboration: The Town reported that staff is in contact daily with Palm Beach County Traffic Management Center for downtown WPB corridor support and is in ongoing communication with partner agencies to discuss traffic mitigation. 
  • Town Paid Parking Program: The Town Council approved expanding the Town Paid Parking Program to move forward with the Royal Poinciana Business District. 
  • Construction Management Agreements: The Town will consider Construction Management Agreements for big projects.
  • Most importantly, Town Manager Blouin reminds everyone that while driving remain courteous, alert, and please stay off your phone.
