Community tips led to the identification of a prolific burglar and the seizure of 13 illegally possessed firearms


On October 23, 2024, the Santa Rosa Police Department (SRPD) posted a series of bulletins titled “Do You Know These People?” to elicit tips from the community to help identify prolific property crime offenders. Information from the community about the unidentified suspect pictured in one bulletin helped SRPD Property Crimes Investigation Team (PCI) detectives identify Shan Titman, a 46-year-old transient from Santa Rosa, as the man suspected of burglarizing a vehicle and stealing a wallet and children’s sporting equipment. 

As detectives investigated Titman’s involvement in the original burglary, information surfaced linking him to another vehicle burglary in Santa Rosa. PCI detectives located Titman and his vehicle and began an extensive surveillance operation. During their surveillance, they identified two residences in the 5000 block of Lupine Lane in Sebastopol where they believed Titman was storing stolen items. Search warrants were authored for Titman, his vehicle, and both residences in Sebastopol. The warrants were approved by a Sonoma County Superior Court Judge.

On November 14, 2024, at approximately 6:05 am, the SRPD PCI surveillance team observed Titman driving his vehicle in Santa Rosa. A marked SRPD patrol unit conducted a traffic stop on Titman’s vehicle in the area of Santa Rosa Avenue and Mountain View Drive and detained Titman pursuant to the search warrant. Titman was in possession of methamphetamine at the time of the stop, and 12 handguns and a short-barreled assault rifle were located in the trunk of his vehicle. None of the firearms were registered to Titman. Titman, a convicted felon, is prohibited from possessing firearms. 

At approximately 8:32 am, detectives served the first residential search warrant on Lupine Lane. Detectives located stolen property linked to three additional Santa Rosa burglaries. Also located was a short-barreled shotgun belonging to a resident of the house, 46-year-old Daniel Tucker. Short-barreled rifles and shotguns are illegal to possess in the State of California. Tucker, like Titman, is also a convicted felon and prohibited from possessing firearms. 

At approximately 8:51 am, detectives served the second residential search warrant on Lupine Lane. They located numerous other stolen items in the residence. PCI detectives are working to identify related reports and property owners. 

Daniel Tucker was arrested and booked into Sonoma County Jail on the following charges:

33215 PC - Possession of a short-barreled shotgun
29800(a)(1) PC - Prohibited person in possession of a firearm

Shan Titman, who was out of custody on bail for multiple pending criminal cases, was arrested and booked into Sonoma County Jail on the following charges:

459 PC - Burglary, two counts
487 PC - Grand Theft
496(a) PC - Possession of stolen property, three counts
11377(a) HS - Possession of a controlled substance
12022.1(a)(1) PC - Commit felony while on bail, three counts
29800(a)(1) PC - Prohibited person in possession of a firearm
30305(a)(1) PC - Prohibited person in possession of ammunition
30605(a) PC - Possession of an assault weapon
33215 PC - Possession of a short-barreled rifle

A bail enhancement of $250,000 for Titman was requested and approved by a Sonoma County Superior Court Judge. On November 15, 2024, the judge presiding over Titman’s court hearing for this case revoked his bail.

Due to the large amount of suspected stolen property located at both residences, SRPD PCI detectives will be conducting extensive follow-up to identify the owners and return to them their stolen items. The Santa Rosa Police Department is incredibly grateful for the information our community members were able to provide that led to the identification of this prolific property crime offender.
