ADVISORY - Missing pre-trial detainee at KCCC arrested after escape
KAUA’I — An adult correctional officer (ACO) at the Kaua‘i Community Correctional Center (KCCC) apprehended pre-trial detainee Robert I. Monroy on Kuhio Highway in proximity to the correctional facility at approximately 7:18 p.m. on Friday, Jan. 26, 2024, after he escaped from the facility’s quarantine area that night.
The facility immediately went into lockdown just after 7 p.m. after staff noticed Monroy missing. Staff conducted a perimeter check and the Kaua‘i Police Department were notified.
An adult correctional officer spotted Monroy on the highway at approximately 7:18 p.m., took him into custody and returned him to the facility at 7:20 p.m.
Staff notified Kaua‘i police of his return to custody and the lockdown at KCCC was lifted.
Monroy, 37, has been in custody at KCCC since December 2023 in connection with a second-degree robbery charge. He now faces an escape charge.
