Mayor's Message - April 23, 2026: 2026-27 Operating Budget Adopted

Mayor’s Message – April 23, 2026

A Responsible Budget for Irvington’s Future

On April 20, the Board of Trustees officially adopted the Fiscal Year 2026–2027 Operating Budget, and I’m proud to share that it is fully tax cap compliant while continuing to support the high-quality services our residents rely on every day.

This budget reflects a true team effort. My sincere thanks go to our new Village Administrator, Charles Hessler, our dedicated Village staff, our Boards and Committees, and the many volunteers who generously give their time and expertise. I’m also grateful to my fellow Board members for their thoughtful collaboration throughout this process.

A special thank you to Village Clerk/Treasurer Katie Bugna and her team for their outstanding work in bringing this budget together.

Resilient Rivertowns Scavenger Hunt

Register now at ResilientRivertowns.org and earn points at events this weekend. Game play continued through May 4th.

An impressive 160 registered teams have completed 1,409 Earth Stewardship missions but only 13% of missions are complete. There are still an impressive number of ways you can earn points for Irvington! Click here to see families completing missions across the Rivertowns or follow Irvington Green.

This is a competition both for the best team ($500) and for the village with the most cumulative points ($3,000; help Irvington win funding for our Butterfly Gallery Pollinator Gardens). The Board of Trustees team has quickly risen in the ranks! You may see us running all around the Rivertowns completing missions. We’re in 12th place now but we have set our sights on getting to number 1. Sign up and join in on the fun!

Reverend Billy and the Stop Shopping Choir

Celebrate Earth Day with your families on Saturday with the Rev Billy and Choir's "earth church" performance at the Irvington Theater. The collar is fake but the calling is real. 800 points for the Scavenger Hunt!

Celebrating Student Creativity

I’d also like to congratulate the winners of the Sorting Resources Video Contest: TJ Cairo, Eva Dedvukaj, Maya Ljuljdjurovic, and Sophie Edibe for their creative project, Trash Gamblers.

They recently presented their winning video to the Board of Trustees. It’s inspiring to see such talent and passion for environmental issues from our students.

Harriman Road Project: Investing in Resiliency

I would like to provide the community with an update on the upcoming Harriman Road infrastructure project, which represents an important investment in improving drainage and long-term resiliency in this area of the Village.

Work is expected to begin by our contractor, Bradhurst Site Construction, between May 5 and May 12. The initial phase of the project will focus on the relocation of two water lines at the intersection of Victor Drive and Harriman Road. This work is necessary to allow for the installation of a new drainage pipe crossing beneath Harriman Road.

During this phase, there will be temporary water service shutdowns in the immediate area. These shutdowns will be communicated in advance and are not expected to exceed four hours in duration. Residents should also expect periodic lane restrictions, which may result in minor traffic delays. The contractor will be working closely with the Village to ensure timely updates and coordination throughout the process. This portion of the project is expected to take approximately four to six weeks to complete.

Following the completion of the water line relocation and drainage improvements, the project will move into its next phase: the construction of a concrete culvert crossing beneath Route 9 (Broadway). This work will require additional water line adjustments and careful coordination around existing underground infrastructure, including communication, gas, electric, water, and sewer lines.

Precast concrete structures that are currently staged along Harriman Road will be installed beneath Route 9, beginning on the west side and progressing eastward. This phase of the project will be subject to permitting and work-hour restrictions from New York State Department of Transportation. As we get closer to this phase, the Village will provide a more detailed schedule and additional updates. At this time, culvert construction is anticipated to begin in July and take approximately six to eight weeks to complete.

Final paving for both Harriman Road and Route 9 is projected for late August or early September 2026. Please note that all construction schedules are subject to change based on field conditions and other unforeseen factors. The Village will continue to strive to keep residents informed with timely updates throughout the duration of the project.

We know construction can be inconvenient, and we truly appreciate your patience. These upgrades are a meaningful investment in reducing flooding risks and strengthening our infrastructure for years to come. We’ll continue to share updates every step of the way.

Join Us: Matthiessen Park Stage Ribbon Cutting

You’re invited to celebrate a cool new addition to Irvington!

Join us at 3:00 PM on Saturday, May 9 for the official ribbon-cutting of the new stage at Matthiessen Park—one of our most scenic community spaces.

Enjoy live music, including a performance by Local Politics, a band known for bringing 1990s alternative rock to life. Made up of current and former local board members, they might just be the only band in Westchester where you can enjoy great music and talk local issues after the show.

More performances may be added—so stay tuned!

Bring your friends, family, and a blanket, and come celebrate an afternoon of music, community, and fun.

Thank you, as always, for your engagement and commitment to our community. I look forward to seeing many of you at these upcoming events.

Sincerely,
Mayor Arlene Burgos
