Snow and Ice Mitigation – Multi-Unit Parking Lots

The City of Carbondale is providing this informational notice to remind owners and managers of multi-unit residential properties of maintenance expectations during winter weather events.

Under Carbondale Revised Code 4-15-1, the City has adopted the International Property Maintenance Code (IPMC) by reference. IPMC 302.3 requires that sidewalks, walkways, driveways, parking spaces, and similar areas be maintained in a proper condition and free from hazardous conditions.

For multi-unit properties, this includes parking lots and drive aisles serving residents and visitors. Snow and ice accumulation may become a concern when it creates slip or vehicle hazards, restricts access to parked vehicles, interferes with emergency access, or limits accessible routes.

Property owners and managers are encouraged to take reasonable steps to mitigate snow and ice hazards following winter weather events. Mitigation may include plowing, salting, sanding, or other appropriate measures. Full removal to bare pavement is not required; however, timely and visible efforts to reduce hazards help ensure safe access for residents, visitors, and emergency services.

This notice is provided for informational purposes to promote safety and consistency across multi-unit residential properties.
