West Lebanon Dry Bridge Update
The City of Lebanon is finalizing plans for the South Main Dry Bridge Reconstruction Project, which is expected to go out to bid in September 2025.
A major challenge is that the bridge goes over active railroad tracks, and the railroad company has recently decided that they will not allow any disruptions to train service during construction. This makes the project more complicated and expensive for construction companies.
To make bidding more flexible, the City is considering offering two bid options:
The City Council began discussions on this at its July 2, 2025 meeting (video mark 48:32) and will continue the conversation on July 16, 2025 during a Public Input Session, in-person at Council Chambers, City Hall, 6:00 pm, or via remote access at LebanonNH.gov/LIVE. To make bidding more flexible, the City is considering offering two bid options:
- Base Bid: Close the bridge for about 12 months while they rebuild it. This option is faster and could save up to 25% in construction costs.
- Alternative Bid: Keep the bridge open during construction, which would take about 28 months. The estimated cost with an open bridge is about $16 million.
- If the open-bridge option costs less than $3 million more than the closed-bridge option, the City will choose the open bridge option.
- If it costs $3 million more or more, the City will go with the closed bridge option.
