Downtown Lebanon Tax Increment Finance (TIF) District

On Wednesday, August 20, 2025, the City Council will discuss the future of the Downtown Lebanon Tax Increment Finance (TIF) District and how TIF funds may support downtown parking lot maintenance and redevelopment. Key items include:
  • Status of the Downtown TIF District (established 2018), current assessed valuation growth, and the use of TIF revenues to pay the downtown tunnel bond debt service.
  • Findings from recent engineering assessments of the downtown parking lots with near-term maintenance priorities such as replacing guardrails, crack sealing and restriping, and addressing erosion control.
  • Consideration of potential additions to the TIF program that relate to parking and access downtown, including solar EV charging at multiple downtown locations and related street and intersection improvements that affect access to public parking.
  • Council options for the TIF District: maintain as is, redesignate the share of captured value, transfer a portion of revenues to the General Fund, or dissolve the district.
