What Oakland’s Sanctuary City Policy Means for Employees: Please view this draft Administrative Instruction (AI on ICE Interactions final 10.22.2025.pdf )  providing employee guidance to support you with clear direction if you encounter ICE at your City workplace. A training for employees will also be provided in the future to help navigate the process with the safety of our employees and community in mind. The draft has been shared with our Labor partners and we look forward to reviewing and finalizing with them soon. We are sharing with you today in light of media reports that ICE presence in the Bay Area is imminent and advise you to follow the guidance outlined in the draft. 

We are also sharing this “Know Your Rights” handout that outlines key legal protections and steps to take if you encounter ICE or other law enforcement officers at home, work, or in the community. 

To help protect employee-only areas, we are including a printable “Employees Only” sign. Departments may: 

  • Print and post the sign to mark employee areas; and/or 
  • Request printed copies by emailing comms@oaklandca.gov with the subject line “Employees Only Sign Request” and your site’s delivery details (including number of copies requested).
