Top Floor of Wheaton Place Garage Changing to All Daily Fee Parking

Starting April 1, 2025, the entire top (4th) floor of the Wheaton Place Parking Garage will become all daily fee parking, as the City rolls out several downtown parking changes to improve parking availability for customers and downtown employees.

Currently, the top floor contains spaces for both daily fee parking and permit parking spaces. As part of a series of updates to optimize parking, the City is changing the top floor to all daily fee parking to provide additional parking options for downtown employees. Daily fee parking is effective 6 a.m. to 3 p.m. Monday through Friday. After 3 p.m. on weekdays and all day on weekends, the fourth floor is free and available for anyone to use.

Instead of requiring cash payment using a pay box, the fourth floor will now use the same Passport Parking system as the daily fee options in the City’s commuter lots and near the train station. Payment can be made using the Passport Parking app, available for Apple and Android phones, or by paying directly at https://park.passportparking.com/park. Users will need to enter their license plate number and Zone 62512 into the app or on the website to pay. The parking rate will be $2 per day.

Permit holders for the Wheaton Place Garage/CBD can continue to park in all spaces on the ramp going from Level 2 up to Level 3, all of Level 3, and the ramp from Level 3 up to Level 4. Leased parking permits will not exempt drivers from the required daily fee payment on the fourth floor.

This is one of three updates to downtown parking happening this spring and summer. In the coming months, customer parking will become timed to ensure these spaces closest to restaurants, shops and other downtown businesses are available for customers and not used for long-term parking. Also, a new Blue Dot Parking Program will begin on July 1 for downtown employees, allowing downtown businesses to purchase Blue Dot permits for their employees to park beyond the posted time limits in any area with a Blue Dot sign. These permits can be shared among employees of the same business and will be $50 per year (prorated to $25 for 2025). Downtown businesses will receive applications by mail in April and can begin applying for Blue Dot permits in May.
